This card can be added to your hand by "A Cat of Ill Omen" AS shown in the artwork, this card can be used in a "Cyber Dragon" Deck, since "Proto-Cyber Dragon" and "Cyber Dragon Zwei" are both treated as "Cyber Dragon" while face-up on the Field.which are fulfilling the condition of this cards

Also you could activate with level 2 skull servent or with Hieratics there is way byUsing"Machine Duplication" to make this card's conditions easier to fulfill.
